Several states across the nation have adopted the Partnership for Assessment of Readiness for College and Careers [PARCC] standardized tests for math and English Language Arts [ELS]. Students are scored between 1-5. A score of 4 or 5 is considered a “passing” score.
Ten states, plus Washington DC, are using PARCC tests for one or more grades. PARCC has standardized tests for grades 3-11 and publishes cross-state results.

Here we see 3rd Grade ELS pass rates for CO, DC, IL, MD, MA, NJ, NM, and RI. Of the four largest groups, Asians are way at the top. Whites are in second place. Then Hispanics are way below whites and blacks are even lower. Everything is very much in line with the results we found in Michigan and Minnesota.
Now we see ELS pass rates for the 10th grade for all of the same states except for Massachusetts. Once again we see Asians, whites, Hispanics, and blacks line up in the exact same way.

Baltimore FOX 45 just aired this report about Baltimore City Schools. They claim that five entire High Schools did not have a single student get a passing score in both math and ELS. There was also an entire Middle School with no students passing both tests. Baltimore City Schools are among the most lavishly funded public schools in the nation. In 2015, Baltimore City Schools spent a staggering $15,600 per student.
